What are KLM cancellation fees?

KLM has a flexible cancellation policy allowing customers to make changes to their flight booking by paying cancellation fees under certain conditions only. The customers will however have to pay KLM cancellation fees when making changes to a higher flight fare. What is KLM refund policy?
