Delta's change-fee elimination applies to Classic and Extra tickets that start in the U.S. or Canada, so a same-cabin change usually costs only the fare difference. Basic (Basic Economy) tickets are excluded from changes and from same-day standby and same-day confirmed, per Delta's overview page.

Cancelling and getting your money back
Delta's risk-free cancellation lets you cancel a ticket bought on delta.com or the Fly Delta app for any reason and receive a full refund, as long as you request it by midnight of the day after purchase (or midnight of the first departure date, whichever comes first).
